Official Community Plan

The 2021 Official Community Plan (OCP), “Imagine Carmacks 2030,” is the Village of Carmacks’ long-term framework for land use, growth and community development.

The OCP establishes the community’s long-term vision and identifies priorities for housing, infrastructure, economic development, community well-being, sustainability, transportation, partnerships and future land use.

Council Strategic Plan 2026–2029

In 2026, Mayor and Council developed the Council Strategic Plan 2026–2029 to provide more focused direction for the next three years.

The Strategic Plan complements, but does not replace, the 2021 Official Community Plan. It identifies which OCP-related priorities Council intends to advance during the 2026–2029 term while also addressing current municipal priorities such as organizational capacity, financial sustainability, advocacy and partnership-building.

Council’s four areas of focus for 2026–2029 are:

Community Well-being, Partnerships and Safety
Housing, Growth and Economic Development
Financial Sustainability and Internal Capacity
Infrastructure and Asset Management

The Strategic Plan also reviews progress made since adoption of the 2021 OCP and carries forward priorities that remain in progress. The OCP continues to serve as the Village’s long-term policy framework, while the Strategic Plan identifies the actions Council will actively pursue over the next three years.

Village plans to begin the next review and update of the Official Community Plan in 2027, with completion targeted by the end of 2028.
