Housing Development Grant Policy

High construction costs, along with servicing challenges such as septic systems and wells, have been significant barriers to housing growth in Carmacks. To help address these challenges, the Village of Carmacks launched a Housing Development Grant Program under the Housing Accelerator Fund (HAF) initiative.

This program provides financial assistance to residents and developers to support the construction of new housing within the municipal boundary. Funding is available for single-family homes, multi-unit housing, and larger-scale developments. The program includes flexible grant options, early project incentives, and additional support for essential servicing.

Progress to Date:

  • May–June 2025: Completed secondary research and community engagement to better understand barriers to new housing development (see Council presentation).
  • August 2025: Council approved the Housing Development Grant Policy.
  • September 8 – October 8, 2025: First intake for Housing Development Grant applications.
  • October–November 2025: The Village entered into Minor Grant Agreements with five property owners to support the development of 10 housing units across six properties, with completion targeted by November 2027. A total of $525,000 has been committed.
  • November 2025: Initiated discussions with potential Major Grant applicants and developed reporting forms to support efficient program administration.

April 2026 Update:
The Village is launching another intake of the Housing Development Grant Program.

Public Notice
The Village of Carmacks is announcing a new intake for housing development grants to support property owners in creating new housing. Eligible projects may receive up to $67,500 per dwelling unit.
Applications are due May 29, 2026.

Future grant intakes will be subject to available funding.
