Housing Development Grant Policy

The Village of Carmacks has launched a new Housing Development Grant Program to help residents and developers build more homes in our community. High construction costs, along with servicing challenges like septic systems and wells, have been major barriers to housing growth in Carmacks. This grant program provides financial assistance to offset those costs and encourage a wider variety of housing options within the municipal boundary.

Eligible property owners may apply for funding support to develop new single homes, multi-unit housing, or larger developments. The program offers flexible grants, bonus incentives for early projects, and additional support for essential servicing.

This program is funded through the Canada Mortgage and Housing Corporation’s Housing Accelerator Fund and is available for a limited time. The policy was approved by Village Council on August 19, 2025.

Fall 2025 Application Intake - The intake will formally open on Monday, September 8th at 4:00 p.m. and close at 4 p.m. on Wednesday, October 8th. A total of $500,000 in funding is available:  $270,000 for Minor grants and $230,000 for Major grants. Prospective applicants should carefully review the information package below to ensure they understand the program and its requirements. 

o   First intake for the Housing Development Grants launched September 8, 2025 and closed October 8, 2025.

o   In October/November, Village entered into Minor Grant agreements with 5 property owners to develop 10 housing units on 6 properties in Carmacks by November 2027. 

o   Village initiated discussions with potential Major Grant applicants.

o   Created application and reporting forms to facilitate orderly, efficient administration of the grant program.

o   Future Grant intakes will be subject to funding availability.
