Staff Housing Project

The Village and other employers in the community have struggled to recruit and retain staff due to a shortage of housing in Carmacks. Individual property owners have also struggled to afford the high cost of conventional housing construction, costs that are exacerbated by the lack of a local construction industry. This HAF initiative seeks to use the concept of a staff housing project on the Village’s Lot 127 as a “test case” to consider modular and pre-fabricated housing forms as alternatives to stick-framed construction. 

To date, the following tasks have been completed:

o    Research into the potential use of modular/prefabricated forms as an alternative to conventional stick frame construction completed. See report here.

o    Desktop geotechnical report for Lot 127 completed (proprietary - not publicly available)

o    Phase I Environmental Site Assessment for Lot 127 completed (proprietary- not publicly available)

Work will continue to be carried out on the following tasks in 2026:

o    Winter - Site planning and design, budgeting, funding and financing

o    Spring/Summer - Permitting and initiation of Phase 1 of development
